Route 9 in Middletown

The largest project on the schedule, 0082-0318, is the removal of traffic signals on Route 9 in Middletown, classified as an expressway upgrade and scheduled for advertising June 23, 2027, in the $90 million to $120 million band. A related project, 0082-0330, "Roadway Improvements - Vicinity of RT 9," is listed as a breakout of 82-318 and is scheduled for Jan. 20, 2027, in the $2.5 million to $5 million band. Middletown is in Middlesex County, which has 1,038 DCP-credentialed contractors in this site's directory.

Wallingford design-build

Project 0148-0215 would replace Bridges 03129, 03130, 03131 and 03133 over I-91 in Wallingford. The schedule describes it as an RFQ for design-build, with the first step set for Feb. 10, 2027, in the $60 million to $90 million band. Design-build teams pair a contractor with a designer, so engineering firms and contractors would need to team up before the request for qualifications.

Rail and transit

Rail and transit projects make up a large share of the biggest jobs. The NHRY wheel mill truing shop in New Haven and Phase 2 of the New Haven Line Power Program between Westport and Greenwich are each in the $60 million to $90 million band. A new bus facility for the New Haven service area is in the $40 million to $60 million band. A SEAT facility in Preston, WRTD facility modifications and expansion in Windham, and Stamford MOE power are each $30 million to $40 million. The Madison railroad station (listed as SLE) and customer service improvements at New Haven Main Line stations are each $20 million to $30 million.

Highway and bridge

Other large highway jobs include the Bulkeley Bridge rehabilitation in Hartford, Route 82 safety improvements in Norwich ($30 million to $40 million), a mill and overlay on I-84 in District 1, bridge deck repairs in District 1, bridge coating in District 4 in two contracts, an operational lane on US 1 in Orange, and the Stonington and Groton maintenance facilities.

Who bids

CTDOT prequalifies its own prime contractors. Publicly funded building work over $1 million in designated classifications requires DAS prequalification instead, but state law excludes DOT highway and bridge work from the DAS program.
